Really? WHEN?

Never as far as I can find out although it did ring a bell earlier in the day.The only two Brit cities that have been European Capital of Culture are Glasgow (1990) and Liverpool (2008). Maybe there is an English capital of culture award but I've never heard of it.

I found Katowice disappointing after Wroclaw and Krakow. It is a business city and the relics of communist architecture were fairly evident. No doubt it is changing fast after six or seven years when I was last there. It was also the only place in Poland that I found slightly threatening (around the railway station). Mind you all things are relative - it wasn't Moss Side or Medellin !

Now we have two Scottish banks effectively nationalised we can all be a bit more thrifty. As long as we don't get Scottish notes because my local chip shop doesn't like them.

Seriously, my experience has been that the more you get to know her the more she will feel comfortable in laughing with you. There is a more 'formal' start to a friendship or relationship, at least there was in my courting days.

Is Irish citizenship qualifying for EU?

Yes. But I don't see how it will help if you are still thinking of Poland. But if you are thinking of getting a license in Ireland then it is valid in the UK. I would imagine you would have to pass their theory test though. I have never heard of a country accepting another country's theory test.

Have you considered taking one of those intensive week long (or so) courses with the test at the end of it.

This may help:

To obtain a Polish licence it is necessary to pass a Polish driving test and to be resident in Poland for at least 185 days in each calendar year. Applicants may also be required to provide medical certificates confirming that they have no medical or psychological disorders which impede their ability to drive.

Driver's licences issued by other EU countries are valid for use in Poland, but EU citizens have the option of exchanging their licence for a Polish one if they wish to, without having to take a Polish driving test. They must have held an EU citizen's residence card for at least 185 days before applying for the Polish licence.

The average pass rate for UK practical test is about 43%. The evaerge number of attempts to get the license is about 2.3. So sthat makes you slightly below average not good. Keep at it here is my advice to you. dnz makes some good points. Ever driven a left hand drive car? Ever tried to read Polish road signs? Speak Polish?

Yeh. I've noticed and quite right too. You make some interesting points concerning reliance upon 'third party' support to deal with recovery. Why not widen the debate to cover abdication of personal responsibilities in many situations? And, no, I'm not advocating do it yourself recovery from physical assault. It's just that more and more I see people unwilling to take responsibility for their actions and relying upon others all the time. The rise of the blame culture is to me very worrying.
