What are these boxes I keep seeing everywhere in Poland

Wierd box on a building.

I've seen these all over but never in other countries I've been in. What are they?

It's a kind of tiger repellent. The very low number of tigers in Poland are testimony to its effectiveness.

its not detector of any kind. NATO and EU have plan to use Poles themselves as detectors. its like in that joke about Pole in a minefield, just in this case Pole is on the border with Russia
