I don't think much will come of it. There has been a history of corruption and concealment which goes unpunished. The relevant parties didn't even attempt to deny it.

I don't think it's overly controversial, in the sense that it would come as a shock. Rumour has it that KSM, the alleged mastermind of 9/11, was questioned here in Poland. He has been subjected to waterboarding, a known form of torture. America doesn't want to do things by the book sometimes, defending their stance on the premise that heinous criminals call for heinous measures.
