I don't think much will come of it. There has been a history of corruption and concealment which goes unpunished. The relevant parties didn't even attempt to deny it.
I don't think it's overly controversial, in the sense that it would come as a shock. Rumour has it that KSM, the alleged mastermind of 9/11, was questioned here in Poland. He has been subjected to waterboarding, a known form of torture. America doesn't want to do things by the book sometimes, defending their stance on the premise that heinous criminals call for heinous measures. BBC has also circulated new stories on the topic of waterboarding and its potential extended application.
