don't know what's the story now but I was issued an Electron card for my Inteligo account - never tried to learn if I can get anything better

Visa electron to my knowledge is a choice made by the account holder when opening an account, you should be offered Visa or Mastercard
Thats only when you have a credit card. Debit cards here are all electron. In the UK we have the delta or switch system
