I think it's more likely that production will shift to another country with a lower cost labor force--globalization is a genie that can't easily be put back in the bottle. Jobs exported abroad rarely if ever return to the country of origin. The name of the game these days is value-added. If you're not adding value, you're at competetive risk unless you're in a protected market.

I would recommend living as close to the beach as possible, Santa Monica is very nice and close to many employment options. It is also a vibrant community that is urbane with many services, recreational opportunities, good food and shopping. The downside is rent can be expensive--you can check out westsiderentals.com to get a sense for what is available. Best of luck, if you decide to do it, let me know.
