In fact they take the decision in Brussels,give governments directions to follow and government's role is to smoothen the reactions of public against them,to pass them unnoticed in every way possible to avoid massive confrontation.Of course all parties participate in the trick cause the benefits are obvious.

In EU if you disagree with basic directions of policy you get marginalized.If you want to get heard you have first to agree with every basic requirement.
There is always the call to public opinion.For example do you lesser represent the public opinion?Do you represent the average person?
If you find the average person I will be glad to confront him.
EU people opposed to these regimes can communicate via small media outlets not subsidized by the EU.

They had constant war between each other,mainly stalinists against anarchists and trotskists.The ones who fought more fanatic and in discipline were the stalinists while the anarchists had no discipline at all and vanished when Franco troops approached.
Some were commies, some were Marxist, there were Jewish Brigades, Anarchists, anti-fascists etc
