Lavrov is so sure Russia can behave like they have in the past, and indeed feels "indeed prevailed". We all know that without consistant follow through the behavior gets worse.

Missile Offense

Look at it whatever way you need to. The fact that Russia still lies to the Country and think so little of the message they teach a gift from God, "Children" they are teaching their children from a goverment level in order to feel good about yourself it's OK to lie.
