As a temporary resident with a permit of less than two years, you cannot invite him or have him join you as a dependent.

Yes, she can if she holds a temporary residence permit for the purposes of highly qualified employment (Act on Foreigners, Act 159)

She doesn't. She would need a work contract for at least one year to be granted a blue card.

I guess what she meant is that her permit was issued 5 months ago (but it is valid for a longer period?). Otherwise, why bother with re-unification when the procedure alone takes 6-8 months?

I took it to mean that her visa is valid for a total of five months. I agree that it is ambiguous.

She is probably unaware that the process takes that long.
