As a Canadian can I enter the U.S. if I do not have the new passport with a chip (e-Passport).
Based on hours of research and a discussion with the Canadian embassy, it seems possible to enter with a Canadian Passport that does not have a chip.
My only concern is that people entering under the Visa Waiver Program require a passport with a chip.
However entry to the U.S. by Canadians is not under the Visa Waiver Program, so it seems this does not apply.
