Two weeks ago a friend of mine rented a 39 metre flat in that same building which is in better condition and he is paying 1,800zl per month. No. Why can't you just use the internet to search like everybody else does? Although frankly your idea of what a fair price is and what the market price is may be very different. If you think that you will be able to afford a three-room flat in Warsaw with an income of $1,200 per month, you are sadly mistaken.
You should find somebody speaking polish to help you, because many owners don't know English or don't want to speak with foreigners because feeling less comfortable or because foreigner is possible harder to request compensation for damages (because can simply leave the country) I linked article about it today.

I agree not only will housing be less expensive, so will living costs also and more importantly the community will be smaller, Warsaw is a City like any other and it can be very isolating and lonely living in a city. For a retiree a smaller town would I think be more logical. But that is only my opinion.

I picked Warsaw, first off, because, on my visits there, I fell in love with it, and it's many great people, Second, I have some family, and friends living there now.
