Do I need to get a temporary residence permit before or after I arrive in Poland?

I am going to Poland to study for a semester (coming from North America). I already have a Visa and was wondering if I need the Temporary Residence Permit before I arrive in Poland or if I get it once I am there?

Either way. You may get your permit when already in Poland (min. 45 days before your visa expires) or in Polish Consulate.

How long does a temporary visa take to process? For example, I'm going to hand mine in 70 days before my schengen stamp goes bad. Would that be enough time?

YES, IT IS POSSIBLE TO COME ON VISITING VISA AND THEN FILE FOR TRP IN THE COUNTRY!!!
