how long do i have to wait

It takes usually about 30 days, I don't know why the delay..

i have stamp on my passport saying that i applied for resident permit

This stamp makes your stay legal (for the waiting time for the decision) even when your visa expires.

This stamp legalises the stay of the foreigner in Poland (even in the event of expiry of the visa or of the previous residence card) until the date of issuing a decision on the residence card, and in the case of an appeal against a negative decision until the moment when the decision made upon appeal i.e. by the Head of the Office for Foreigners) becomes binding.

'Decyzja' is a Polish word which means just a 'decision' in English. They told you to send them 'decyzja' but I don't know what kind of decision they need. There's no such thing like just 'Decyzja' - it must be followed with some explanation in regard to what this decision is about. You should ask them.

Genealogy / Suminska surname. Is my Polish Grandmother a Jew? [9]

Suminska/Slominski sounds rather typical Polish, although it's still possible that your grandmother have a Jewish ancestry. However from these surnames is hard to conclude that. I haven't found them in the list of Jewish surnames here:

Study / Scholarships from English speaking countries for college students in Poland. [4]

The most popular scholarship program in Poland is Erasmus and it's a European Union (EU) student exchange programme - more than 16 thousand of Polish students were on a scholarship in one of the EU country two years ago. Only UK option for you, and according to Erasmus statistics only 800 person from Poland had possibility to go to this country in the 2012/2013 academic year.

In regard to USA, Poland signed an agreement with this country on the basis of which was formed the Polish-U.S. Fulbright Commission - here is the website:

It's not easy to get foreign scholarship in Poland - you must be one of the top students to be awarded with it. It's even harder to obtain scholarship in English speaking countries - the competition is highest here.

High average grades from last semesters (at least 3.8/4.0), foreign language fluency, participation in extra-curricular activities at university, activity in the non-governmental organizations is a plus.

My google shows an Edward Zawadzki from Nowy Staw who owns a Cafe or Restaurant over there. It's also always worth to look at the different social sites. Polish nk.pl gives one Zawadzka from Nowy Staw - Beata (google has got her too), and finally there's Krzysztof Zawadzki who comes from the Nowy Staw - at Facebook page.

There is a good chance, that somebody from these people knows Wiesław, Henryk or Genowefa.

The cost of taxi depends mostly on the number of kilometers driven. The price for 1km in Wrocław is generally 3pln or a little less. You should add to it the boarding fee - 6pln.

Aronszajn

It's definitely a Jewish name, but I would pronounce it more less like: ARONSHINE, but the "A" should be pronounced like the "U" in DUSK, or "O" in MONEY.

You'll get the Temporary Residence Permit and as it stays in your quote it will be issued for the period of 15 months.

Will i get Residence card based on the basis of full-time studies ?

In the case of every studies which duration is longer than one year, the residence permit is issued for the period mentioned above.
From what I can see, if these are studies on a daily basis, then they qualify for the term of full time study.

While Studying as Full Time, Can i work any chances ?

Full time studies gives a right to work, without applying for work permit.

July, August and September Only?

In the case of studies in Poland on the visa basis, only on those three months (free from university) you are allowed work.

After my studies can i stay and look for Job ?.

You can apply for the additional residence permit of one year, to find a job after graduation.

Law / Right Hand Drive cars in Poland 'indefinitely' but not registered - doable? [21]

It seems, that from beginning of 2015, some of the cities allow to register such cars. The problem is with the vehicle technical inspection, as diagnosticians do not know what are the requirements and the registration itself without technical examination in Poland is not possible. So not all drivers will have this luck - the law is not yet established.

Law / Can I get a divorce from my drug addicted husband, and are narcotics legal in Poland? [8]

can I get divorced when my husband is drug addict?

I did a small research which shows the following:

According to regulations in Poland, the basic and necessary condition for the admissibility of divorce is a complete and permanent occurrence of breakdown between spouses. If this condition is not fulfilled, the court is not obliged to divorce even if the spouses collectively request so.

Even circumstances such as adultery, alcoholism (or drug addiction) of one of the spouses and a domestic violence cases are not sufficient to divorce. In these situations, the court still has to examine whether in a marriage occurred a permanent and complete disintegration of matrimonial life.

Breakdown of marriage is considered complete when have been broken all ties between spouses: spiritual, physical and economic. The most obvious is when one person for a long time lives with a new partner, with which he/she has shared plans for the future and does not intend to return to his/her spouse.

However, in the case when the spouses still sharing their flat - that is when economic ties were not broken - the court may order the divorce, if are fulfilled the other two conditions for obtaining it, and the live together is merely the result of the economic situation of the spouses (eg. neither of them has any possibility to reside elsewhere).

Whereas in the case of checking the persistence of marriage disintegration, the court assesses if, in accordance with the experience of life, can be reasonably expected that the couple will undertake the common life. As a rule, it is required that the disintegration last from a long time, however there are situations when the disintegration may be considered as permanent, despite the fact that it does not last for long.

But despite a complete and permanent breakdown the court won't grant a divorce if:
- as a result of divorce might suffer the good of the minor children of the spouses, eg. a divorce could prejudice the material conditions in which children are raised, or could cause adverse effects in the psyche of children,

- the divorce is seeking by the only guilty spouse responsible for the marital failure, and the other spouse does not agree to a divorce and his refusal is not contrary to the principles of social coexistence,

- divorce granting would be contrary to the rules of social intercourse, eg. in a situation where one of the spouses is seriously ill and there is no one to look after him.

In your case, if you decide to bring the divorce petition, you must indicate that you want a judgment of guilt of your husband. And the drug addiction of the spouse belongs to one of the clear causes of marital breakdown. You must provide all the available proofs about your husband addiction: any medical reports, police documents, testimony of witnesses - neighbors, co-workers, family, etc. To the proofs belong also emails, text messages, and even Facebook call/chat history. Court accepts any evidences that show plausible grounds of administered version of the story.

i can not use that card on all Schengen state for visiting without Schengen visa ?

When you own this card you can visit other Schengen countries under the following conditions:
- you must have a valid travel document,
- you possess an insurance which is valid for the entire period of your travel, and which is valid in Schengen area,
- you have to provide the reasons of your travel, conditions of stay and show proof of having sufficient funds,

on which residence card i can apply for Polish citizenship

Migrant site shows, that it's enough to stay in Poland three years on the permanent resident card, and it have to be an uninterrupted stay. Of course the other conditions must also be fulfilled, like having a stable source of income in Poland and a legal tittle to the place of living (it can be an rental agreement).
