Wroclaw Boy

I drove to Krakow and back to Wroclaw a couple of days ago and although its nothing new to me, driving on the A4 around Krakow just highlights the fact of the problem with Polish asphalt.
Why are the roads so rutted? Im driving in the rutts at points on the inside lane and when you switch lanes its almost like mounting a kerb at 120 KMH, why, why, why?
The A4 for the most part is a EU standard motorway, rock solid and un rutted but as soon as you pass the toll East on the way to Krakow it all goes to shite. Did somebody not lay the motorway foundations properly or what?
