The question is - do all foreigners live in those protected apartments? Should I just dismiss all others? Is living on the ground floor just asking for trouble?

Safety has always been an issue in Poland.The Poles are the ones that feel least safe. The foreigners are oblivious to the risks. The main problem with buildings in Poland is that at one time they where all owned by the state. In the 90's many people took the right to buy and some did not and continue to live next to them. In a newer building you will have 100% ownership so it is people who care about the property. You should understand one thing Polish people do not like foreigners even more so if you are of colour. They do not like the fact that westerners make money here and it can be difficult if you are in a mixed marriage/relationship. Other than that it is a great country, but do not come here with the ilusion that you are about to change things bcus now it is 2009 NOT 1990.
