It is a spoof song. It's made to sound like a song sung in the 80's by Jacek kaczmarski and his friends. Kaczmarski was a dissident, an opposition singer.
This song is about dresiarze - a subculture that is similar to chavs, they are easily recognised as they wear tracksuits ('dresy', hence the name dresiarze).

This song is basically about encountering a bunch of them late at night and getting beatne up and wanting a revenge.
