1) The simplest solution to protect people is switching off power from
3rd rail insulated segment in platform area when they no longer require
power. It should be switched on for short time when the train starts.
2) All third rails should have some sort of protective cover, for example
a plastic snap-on cover that shields the top and sides of the third rail;
3) Should be use different third-rail designs in which trains touch the
bottom of the rail not the top.
