They are relatively cheap compared to other programmes, I cannot tell however how good they are because I've never had the occasion to apply for one. The Jagiellonian University offer similar programmes but it's more expensive.

More seriously, Gadu Gadu is very popular in Poland and this IM service is peculiar to this country, as far as I know. It has the best-looking emoticons by the way.
