really stupid is building not safe 3rd rail. Stupid and cheap.
As a result: "Network Rail says in excess of 60 people die on railway lines,
of which about 40% are electrified, each year...."
There is few manners, well known over all world, to stop such accidents.

1) The simplest solution to protect people is switching off power from
3rd rail insulated segment in platform area when they no longer require
power. It should be switched on for short time when the train starts.
2) All third rails should have some sort of protective cover, for example
a plastic snap-on cover that shields the top and sides of the third rail;
3) Should be use different third-rail designs in which trains touch the
bottom of the rail not the top.

In the last five years one in four accidental fatalities was of someone aged
eight to 18... Railway crime costs the industry £264 million every year. “

All you can do is put up signs and expect people to take notice.

You can do much more. See my post up in which I've described 3 ideas
increasing safety of the third rail. Next idea is described beneath:

Does this mean we should also stop trains from running on the track so people can safely go on them without getting hit?

Really idiot, but I am not address it to the teacher. Read again and try
to think:

Catch an idea: An insulated segment of the 3rd rail in the platform area
is powered only for half minute or less for start the train.

There are also people who suffer from vertigo or sometimes feel dizzy
or sick.
