Who was the mayor of Pinsk before the Russian incursion of September 17, 1939?
He is sometimes mentioned as being imprisoned on their arrival, but his name is not noted.
This area was part of Poland 1920 to 1939.

They were majority there before WW2, so that could be.

Try the Red Cross Tracing Service for WWII era persons; Holocaust victim, Pole, German, American POW, doesn't matter, they should have the files. If he was the town mayor, he was a prominent person and there should be a file on him which you should be able to get. Just explain you don't have his name, but give other details, they may know the name already.
