I recently heard something in Poland about a family whose children were taken by the government and these were given for adoption to Scandinavia.

is this happening? I think if it does, it is quite disturbing.

No, it's not happening. Poland has a very strict adoption process, and no amount of money can change that. In fact, the law is so strict that it's very difficult for a non-Polish speaking parent to adopt.
