I agree with shewolf. It's all well and good giving States individual law-making powers but when they don't lead to convergence with other States then there's incongruence. I found the same when I was looking at the death penalty which is by no means uniformally applied. The point remains that academic arguments are just that and reality will always show that girls/boys have sex just as they enter teenage.
