Work visa and document from the employer about lack of opportunities to meet staffing needs from the governor

Hello all!!! I have a question regarding a document for work visa extension. How important is the document from the employer about lack of opportunities to meet staffing needs from the governor (with jurisdiction over the registered office)? I have given all my documents at the metro centrum office (as I couldn't give it to dluga office because of the rush). The lady only took a copy of my old work permit and she didnt ask for the above document. My employer says it is not necessary. I am a bit bothered because I think my documents weren't checked thoroughly and if people from ul. dluga office call me to give me that document in 7 days time it would be impossible. It is also clearly mentioned in the list of required documents to be submitted while applying for this type of visa. By the way, my visa is residence and work type. I am also done with my fingerprints.

Any response would be appreciated. (I have also put this query to the email)

My employer says it is not necessary.

He may be right - I didn't hear about requirement to provide such a document.
Anyway let us know, maybe someone from Migrant site will give you full explanation.
