Like if you work online for a company based in US or Latin America and they request a w8ben or foreign income tax credit form where you list your name, address, etc. is it just for their record keeping and so they can take care of their own taxes or do they send it also or does irs send it also to the Polish government?

No, it is not just for record keeping. It is to establish your tax position and if any tax is due to Poland.

But dont they already have millions of tax players to worry about in us ho dont even file or under file and many companies like trumps who either dont pay through loopholes or run pozno schemes? Do they really have time to send everyone info to somewhere like poland hwo freelancers? Also, how would I pay it in Poland and how much percentage should I expect off everything I made if I am single and don't have dzialalnosc?
