Can I as a non-EU citizen, get a PESEL without applying for a residence permit?

Hi All, I searched about PESEL in already existing threads but did not find information related to my case.

Case: I am a Non EU resident. I have work permit and visa but no resident permit. I have a PESEL too. (employer applied and got it for me)

my family has 1 yr visa. No resident permit and no PESEL.

I need to apply for medical insurance from Medicover for my family(wife and children).
for that PESEL is mandatory. Now my employer say, for my family I need to apply myself.
When I try applying for PESEL, it seems resident permit is mandatory for the application.

So my question is:
Can I get a PESEL without applying for resident permit ?
(no harm in applying for resident permit but I was planning to apply it later when our visas are about to expire)

As far as I know, anyone that stays in Poland longer than a certain number of days (I am not sure how long) Can have a PESEL number. You can get the PESEL number from the same place you get proof of residence (zameldowanie).

You don't need a PESEL in order to have Medicover membership. I have Medicover membership for myself and my family; I do not have a PESEL number.
