On the basis of the Regulation of the Minister of Labour and Social Policy of 20 July 2011. On cases in which employing a foreigner on Polish territory is permissible without obtaining a work permit (Dz. U. of 2011. No. 155, item . 919) from the requirement to hold a permit foreigners were released:
17 graduates of Polish secondary schools, higher education stationary or doctoral studies at Polish universities, research institutes of the Polish Academy of Sciences and research institutes operating under the provisions of the research institutes

In English shortcut: According to the law from 2011, foreigner doesn't need work permit if is graduate of Polish high school, daily studies, phd of science institute.
Good question is if they don't need this work permit forever or only temporarily. 2 years mentioned by me before were only read somewhere in other forum, but I haven't seen any law document mentioning length of the no permit period.
Interesting is use of the word "dopusczalne" - so it suggests that this person can work without permit, but need some other paper instead. On the same list are Ukrainians and Belorussians and for them it's necessary for employer to send notification to local job office that he employs them (it's for less than 6 months in the year). maybe similar procedure applies to the graduates. Without a work permit can only hire a foreigner who is a citizen of an EU country or Norway , Iceland and Switzerland. In other cases, we must submit an application on behalf of the governor of the relevant permit . However, there are exceptions to this rule.
So it seems that graduate of Polish university doesn't need work permit, but needs to find employer in advance which will write official paper that he wants to employ him. With this paper he applies for Work Visa.
Anybody knows if such visa will be admitted automatically?
