Opening new college of computer science in Poland - how can I find lecturers?

Dear all Phd , Asso.Prof, Prof
we have plane to open new college of computer science,and we need to get contract with lecturers in area computer science, the have Phd or Asso.Prof , or Prof.

the location is in iraq - erbil
the salary around 6000 Polish Zloty (PLN)

how i can find the lecturers? i need help

I've never known anyone like working up there and Erbil is an expensive city for expats at the moment.

No, it's not fine. I know how much people get paid there and that isn't enough. Where I'm sitting right now, elsewhere in the country, we pay locals without teaching experience more than double that. Accommodation by the way is always provided. And to repeat, Erbil isn't a very nice place to work. Only a few months ago a lecturer was shot dead by one of his students.

of course the salary is nego. base of the experience of the lecturer, and lecturer came to teach not to travel , in other country us, uk , russia, okrain killing happening, you can not judge all the people in Erbil just for one accident.

but not in Poland, so why would IT PhD leave to Iraq. Moreover PhD in IT can easily find good payed job in the industry in Poland, or for much more money in the west. Try Ukraine, but even there you would have to offer min. 2000 eur net + free accommodation I think.

The salary is insulting, I was getting this per week plus accommodations while working in Indonesia.

Yes the Poles are excelling in IT in recent years, many migrated but they also know their value.
They have good reputation in the west, at least here in the US.

Maybe you would find someone 10 years ago but not today

But they usually have other sources of income than just salary, so this article, says that professors in Uniwersytet Mikołaja Kopernika were earning total (with all extras) 5600 and 9000 pln net. And some of them work in private university during weekend and get extra money there.

It would have to be min 2 x more to convince somebody to go abroad, and 4 x more to convince to go to Iraq (life at risk).

This is fairly normal, and worth mentioning that Kurdistan (specifically Erbil) is awash with oil money at the moment. For that salary, it's probably better to recruit in Egypt or India where there are some excellent IT people. The salary, PC Sceptic, that you quote for Indonesia is similar to or less than here in Southern Iraq, except the work is month on/month off and everything, accommodation, food, travel, domestic help is paid for. Our expat tech/HSE trainers, by the way, start at $700 per day on a 28 day stint and some feel this is low.

I find I get on with Iraqi Kurds very well and I would be happy to go to Erbil for, say, a month however what I said before still stands - that every westerner I know who has worked in education in Erbil has not liked being there; indeed there are no shortage of stories on the internet about it.

I suppose it depends what you're looking for and what sort of person you are. A frustration for some (it wouldn't bother me, I'm used to the Middle East and exotic places) is that in Erbil the prices in hotel bars/restaurants where westerners gather (some hotels are for Iraqis and don't necessarily have bars) are geared up to oil company people like myself who are on expenses and don't have to worry about the cost of anything. On that salary (remember people go abroad very often to support their family/mortgage at home) that sort of expat life wouldn't be possible.

I think for that salary, you could find someone excellent from India or perhaps Romania or Serbia. I have recruited from both places and been very pleased with the calibre of applicants.
