In overwhelming number of cases YES just like in the US except NJ.I think the only exception in PL is when you fuel LPG.

When you land in Warsaw, there are lots of international car rental services, like Hertz. As far as I'm aware, it's the same here as in the US. Normally, I'd just tell you to use public transport, since the roads around Poland are pretty bad because of the heavy rain. Not all cities have been able to fill the newest holes. However, since you are here only a week and have large schedule then I think you'll need a car. Just be careful while driving. :)
Be careful where you park too, large cities have gotten car-boot crazy in recent years. When I first came to £odz, I remember cars just parking wherever they wanted. Not so now, they'll boot your car for parking in the wrong spot in minutes.

National and Hertz are directly at the airport. Walk out of arrivals and it's right in front of you. Just a word of warning, unless you're flying out really early or really late, make sure you give yourself plenty of time to get to the airport. It can take a good hour from Plac Grunwaldzki depending on the traffic.

Convenient for sure but convenience comes at a premium. Its about 15% cheaper to rent a car in the city.

It shouldn't be that bad, because Wrocław will get it's bypass fully opened at the end of August, so the traffic in the city will be lower.

You're probably ok if you get something close to rynek. it's bad when crossing bridges, and then it takes about 20 minutes to get past nowy dwor.
