A Bad people, bastards, cheats and bums are natural product of every known society on the planet. Village idiots, chauvinist, yobs and scum, ignoramus and losers are pretty much present in every nation or tribe. All degrees and levels of churlishness are present in almost every human gathering.
Yet such unique and pathetically insignificant entities which posses every of those traits and at the same time are none of them can be found in the one culture only.
It is debatable whether such achievement should be a reason to celebrate.
I find it sad because such people are just a pure waste of space. At least from the point of view of human spirit.
They are dankness in the alley.
Rot in the attic,
