Tourist registration in Poland?

Is it obligatory to go to local Urzad and register ourselves as tourists? It's the 5th day we are staying in Wroclaw in the apartment and I accidentally read about the tourist registration.

f you hold a EU citizenship and have an EU passport - there is no need to register. You have the right to visit, live and work anywhere in the EU.
