So, after buying an item for 300 PLN or more, a non-resident, such as a tourist, can get a refund of all VAT paid, in theory:
granica.gov.pl/TaxFree/o_usludze.php?v=en
Getting the paperwork at the retail site, and getting the stamps on the paperwork by Polish customs is easy enough. The trick is the next step, which requires that someone in Poland present the paperwork to get the refund. (The last time I tried this, I left the document in the box at the airport, and never got my refund.) Global Blue is one such agent, which charges a nice commission.
