Polish citizens non EU citizen step daughter - study in Poland

Hi, I'm a Polish citizen but my wife and her kids from her previous marriage are not, they are under 21, would they be able to study in Poland with the terms of a EU citizen?

No. Not unless they actually become EU citizens.
