it got pretty messy after July this year. Chinese government changed some policy and they are more careful with it now.
I have my work and residence permit atm but getting it was not that easy at all. (I even got rejected once..) I can not really imagine how you can even get it unless you are in China first on business or tourist visa. To apply for work kind of visa you need to find employee first who will want you and help you to go through this. And it is not just one step. It's several and you will more then likely need an visa agent who will push your documents where it needs to be pushed. Also after you come to China you will have to leave to get work permit. I think now Hong Kong is enough, I had to go back to Poland thou.

Here has some documents need to prepared for first step, when you are in China (with your business/tourist visa)
1. CV in English and China.
2. Two years of related working experience proved (Letter of recommendation) in English and China.
3. Degree certificate copy and translate it in China.
4. The original and copy of the passport.
5. Business license original and copy. (Thats from your employee)
6. Organization code original and copy. (Thats from your employee)
7. Foreign investment enterprise certificate original and copy. (Thats from your employee)
8. Application form for foreigner's employment in China with the company stamp.
Of course, you will need photos, Check-up report, all kinds of application, some money.
And this is just first step.

In general, you will go through five steps:
(1)Applying alien employment license, (The hardest to pass, After the success)
(2)Applying invitation letter of duly authorized unit
(3)go back to Poland/or maybe Hong Kong is enough (anyway leave China) for "Z" visa.
(4)Applying work permit
(5)Applying residence permit for 1 year.

Man, it's mess and its expensive, but once you have it apparently it's easier to renew it. Haven't tried yet.
you can contact me if you have more questions. I can also give you contact to my agent who can really do magic...

anyway good luck
