No, they found the money by better enforcement of tax laws -- something the scamster POO regime failed at miserably. Or maybe that was deliberate, a clandestine part of their programme: letting supporters engage in invoice and VAT fraud to win their support and, more importantly, have something on them for future reference. Besides, Poland doesn't need frog choppers when it has two helicopter factories on Polihs soil.
