Do you need to be working full time?
No. If you're working for part time/ contract of mandate/ contract for specific work you have health insurance paid by the employer.
Can you be an unemployed college student and still receive healthcare?
Of course. Every student (18-26 years old in college) has health insurance paid by the school/college. If you're older than 26 and unemployed you may apply for it.
Also, if any citizen is able to receive healthcare, then what is the procedure you have to go through?
You receive healthcare automatically when you're lawfully employed (including foreigners).
If unemployed you need to be registered at the employment agency.
Family members of the insured may use health care services on the same basis (The person insured is obligated to register family members with the NHF (NFZ) if they have no medical insurance).
Refugees (refugee status must be recognized in Poland) may use public health care services for 12 months.
Insured EU (and EFTA) Citizens may also benefit from public health care services in Poland.
Other foreigners legally residing in Poland can benefit from public healthcare if they are voluntarily insured. The condition of access to the voluntary health insurance in NFZ is the requirement of legal residence in Poland. This means that the foreigner should have at least a residence permit for a fixed period).
