It isn't a good idea to do it openly though, and if a police patrol see, they'll analise a stubbed out roach end looking for microgrammes of the stuff to prosecute about. And of course the mandatory 48 (or is it 72?) hours in a Polish police cell while they process the arrest. Not a good idea.
