I think the north side has been kissing squalor for centuries.

Interesting
Wrocław's grittier side.
Does this section of the city have a name?

Śródmieście. "Mid-town", roughly. During several eras when Poland's borders abutted other nations at the Odra, the northern bank has been Poland's, throughout.

Could you elaborate it is not quite clear what you are trying to say.

Could you elaborate

When south and west of the Odra belonged to the Habsburgs, the north and east belonged to the Poles. Wrocław (the moderator) could probably flesh it out better.

Not really, I mean the river was always Silesian river, some northern or southern parts could be now and then close to borders but I don't recall circumstances to fit your descriptions.

Certainly Wroclaw as a whole belonged to whichever country Silesia belonged to. No borders on the river Oder dividing Wroclaw in two.

Oh, yes there were. Ostrów Tumski was the "Polish Island", and north of there was known as Venusburg, until after the Austro-Prussian War.
