No - this is not the 1980s. There are hundreds of kantors in central Warsaw so the free market does its job pretty well

in Warszawa go to the wholesale markets, in wolka, like the GD china center and you will find lads with pouches walking around, they will convert the cash for you. the best rate you'll find from kantors though, theres not much difference, you get very good rates in the kantors

Basically, no. Those days are long, long gone. Legitimate exchanges operating on the free market insure that rates are as competitive as can be. There is no need for blackmarketeers anymore.
