For internet I am using AERO2 - it's almost free (only sim card delivery fees), no transfer limit - but you need to be resident (fixed residency address)
Back to cellphone plan - I forgot about PLAY:

I have a contract with T-mobile where I pay 150 zl a month and all sms, calls and 3gb of LTE are free in every coutry of the EU. I call UK for free and when im in the UK, data roaming is also within the plan.
