Problem with Polish customs releasing package because I don't have a pesel.

Living in Poland I am a foreigner with a problem. I don't have a pesel and customs wants a number from the United Kingdom that is the equivalent. How do I go about getting the package from customs without this? What is this number? Please help??

British social insurance number?

Passport number has always worked for me.
