Wash and Wax cars business in Poland

Hello there , i have some one question i want open wash and wax care business . I want to know which local i must look about for example Garage or workshop or what exactly ? and what about water usage law ? Because i heard that there are some rules about usage water and chemical products . Thanks from help , greetings.
