PESEL and Zameldowanie czasowe (temporary residence card) are no longer necessary in Poland?

Is it true that PESEL and Zameldowanie czasowe are no longer necessary?
AFAIK PESEL is no longer being granted to karta czasоwego pоbytu owners.
And zameldowanie will be obsolete in 2016. Am I right?

No.

Correct. It's only granted with permanent residency. However, systems have been adapted, so you can use your passport/ID number instead.

And zameldowanie will be obsolete in 2016. Am I right?

No. 2018 is the latest estimate due to the huge amount of effort to bring all the systems online and in one place.

Depends what you mean by 'necessary', and where you are from, and what you want to do here. Personally I've been here for more than two decades and still haven't got a PESEL number. The only times I bother with getting a maldunek these days are when I need to re-register my car.

Don't worry about it: the red tape here now is much better than it used to be. A few years ago (early 2000s) I had an application for a residency permit rejected because they could see part of the forbidden right ear in the photos I'd attached to it. And then with my next residency permit I had to threaten to throw somebody's computer out of a third floor window before I was allowed to leave the country.

As long as you have your documents in order and are polite, the bureaucracy is nothing to be afraid of. If there is a problem, it is because it can sometimes be slow to get things approved, especially with your residency permit. But zameldowania takes five minutes, at most. Go to the Urząd Miejski on Piłsudzskiego and Zapolskiej (in the back of the building), take a number, wait in line, fill out a very short form while you are waiting, hand it to the clerk together with your rental contract and a copy of the deed you get from the owner, wait a minute while the clerk enters it into the computer and prints out a copy for you, and basta. Piece of cake!

Again, if there is a problem with that, it is usually because you end up with a landlord that doesn't want you to register, and is unwilling to give you the papers you need. Make sure that, when you are renting the apartment, you make it very clear that you will be registering and need a real official paper contract with your name and the owners name on it and a copy of the deed (wyciąg z księgi wieczyste). You can't register without them.

I've always found Polish bureaucracy to be pretty simple and very easy to deal with. Not problem free of course (it is bureacracy after all) but overall easier than American bureaucracy.

Always be polite. Don't smile too much but remember to always say hello to people before you tell them what you need and always thank them afterward even if it hasn't gone as you wanted. Apologize for anything you've done wrong and ask for help. Whenever possible use inclusive language "How can we solve this problem?" and be a little self-effacing (but don't grovel).

It sounds simple when you see it in black and white but you'd be surprised at how many people don't do these things (which in sum can make a big difference).

Merged: Temporary residence (zameldowanie) and rent agreement in Poland

I have registered as an EU citizen in my local miasto urząd Spraw Obywatelskich i Cudzoziemców. ( because i want to stay on Poland for more than 3 months ) and got a small folded piece of card with a zzr number at the bottom and my name passport details etc inside.

I want to be able to work - but for this will need some form of pesel number ( a bit like a UK ni number)

I had thought that by Zameldowanie at my local urząd miasto ( bringing with me this piece of card plus rent agreement plus uk passport ) getting a card with some sort of pesel number in the post would be easy

I have tried to zameldowania tymczasowe ( based on the fact my rental contract is 12 months long)

But can not do so.

My landlord has inserted a clause in the rent agreement which says that he doesn't agree to zameldowania me

This is a problem....

I have already paid him quite a few months up front ... and I want to do some work - so really could do with some sort of ni number / pesel number

I've only been in Poland a few months and never realised Zameldowaning would be so difficult - and crucially that for an EU citizen to get a pesel number / ni number you must first Zameldowat

Any advice ????
