Hi there.
My husband and I are about to have twins in a couple of months. He is a polish citizen, while Im Albanian, but I have a residence permit in Poland and currently because of our jobs we live outside of Poland. I'm considering giving birth to the babies in my home country, since my family is close and can help for the first months, however we are wondering if this programm of 500 zl per child applies for the children of Polish citizen that are born outside of Poland?!

Hi, Alda.

To receive child benefit (500+) both parents must be actual residents of Poland, so it doesn't apply to people who only have registration of residence - zameldowanie - but are permanently outside the borders of Poland.

The only exception is in case where one of the parents works abroad and the other one lives in Poland with their children. In such case it is possible to receive 500+, providing one is not getting child benefits for the same kids in another country.

Incorrect, if you are saying that registration with the town hall or staly pobyt is necessary... My pal (EU origin) has three children and he is not registered as resident. His wife is Polish, and they live full time in Poland. They receive full benefits.

Too many people here think that Poland still has a communist bureaucracy. Any European citizen who chooses to live here does not have to register with any state authority of any sort if he doesn't wish to (although of course any career employer would requires a PESEL)

That's what I wrote (actual residents), and that's what the article says. Both parents must live in Poland, with the exception mentioned.

You don't even have to be an EU citizen. Thousands of Ukrainians who work in Poland receive 500+.

@Torq
Thanks a lot for your answer. still I do not understand it it is our case. I have karta pobytu, not just zameldowanie, and my husband and I we work in International organizations, we do not have residence in the countries we work, our residence is in Poland.

I'm afraid it is. :-/ The article says: "Z żadnej z tych opcji nie skorzystają polskie rodziny mieszkające na terenie innych państw. Im świadczenie nie przysługuje.", so you can't get the benefit if you live abroad.

"Warunkiem koniecznym do uzyskania prawa do świadczenia z programu "Rodzina 500+" jest posiadanie przez obywateli polskich faktycznego miejsca zamieszkania w trakcie pobierania świadczeń (nie mylić z zameldowaniem) na terenie Rzeczpospolitej Polskiej. " It says that you have to actually live in Poland to get the money.

P.S. However, just to be on the safe side, ask your husband to contact the ministry directly... gov.pl/web/rodzina/kontakt ... to be 100% sure.
