PESEL & NIP in Częstochowa?

Hey there,

I recently moved to Wrocław from Estonia and I wanted to obtain PESEL, however my landloard does not want me to register at his place, so I and my gf were thinking about registering myself to Czwa, to her parent's house.

Do you know if I'll have any problem if my zameldowanie is in a different region than my workplace? If it's not a problem, do you guys know where can I get PESEL and NIP in Częstochowa?

The landlord doesn't want you to register there because either
A) He hasn't declared he is renting it out (tax avoidance)
B) Once you register at that address it would be almost impossible for him to evict you legally

as for the different region thing the only problems would be you would have to travel there everytime a piece of paper needed signing other than that should not be a problem

Yeah, I know, he doesn't want to pay taxes.

Where can I get PESEL and NIP? I've heard that it's only possible in regional centres only: is it true? So, do I need to go to Katowice for this or is it possible in Częstochowa as well?

You don't need a PESEL - as far as I know, I've never had one. If however you want one, you can get one in Czestochowa.

It is possible to give someone a temporary zameldowanie, and in any case point B is incorrect - except in exceptional circumstances (usually involving children) the owner of a property can cancel a tenant's zameldowanie whenever they like. Tax and utilities are the usual reason for a landlord dragging their heels.

Those and not actually having the right to rent out a property (because it's a flat provided to them by the council).

well you learn something new everyday poland certainly is a minefield of contradicting information i was told by a guy in the council that it makes it much harder to evict unless you have an address to evict them to as you must be registered at an address for the residency card to be valid

All you need to do (if you're the owner) is to take your Akt Notarialny to prove you are the owner and deregister them. Likewise to register someone at an address, the owner needs to show the Akt Notarialny.

And in any case, you can evict even if the tenant has a meldunek:

Thankfully, this whole nonsense system will finally be abolished - they've already abandoned the need to deregister before registering at a new address, and the system will finally go at (I believe) the start of 2015.

At long last. A very archaic system that serves no purpose.

If I remember, until very recently there was also the need to inform the same office if you were going abroad for more than three months!

There is no more NIPs for private people. AFAIK since January 2012.
