I do wonder why Poland isn't restricting citizenship to only those who have a certain level of proficiency in Polish?

The same reason the US is not restricting citizenship to those who can only write and speak English proficiently.

Wrong!From USCIS web page:
During your naturalization interview, a USCIS Officer will ask you questions about your application and background. You will also take an English and civics test unless you qualify for an exemption or waiver. The English test has three components: reading, writing, and speaking.

Merged: PESEL and a consulate passport

First post here, I was wondering since on the list documents require for the passport on the LA consulate's website includes the PESEL which is obvious but will my unexpired dowód suffice or do I need to get the wnioskek o nadanie PESEL? Thanks in advance!

If you have dowod, you have PESEL already, you don't need to have extra 'wniosek o nadanie PESEL' to get a passport.
