Voivodeship saying something different and border guard saying something different

Im from Pakistan
I have a Polish wife
In poznan
I applied for karta pobytu but voivodeship didn't stamp passport on application time
Because i enter poland without visa
Voivodeship saying i am illegal here
But we went to border guard and border guard saying i am legal here by Europe law because i am married with Polish women
Any suggestions please
