To apply for a visit visa, is it mandatory to submit Official invitation (Zaproszenie) registered in Urząd Wojewódzki by the host in Poland, if the host is not having a permanent resident in Poland?

Is it possible to invite a relative if you are having temporary residence permit, but not working.
