That would most probably cost you quite a bit.

As the other option would be to stay cashless in a foreign country; I'd be happy to pay the modest fee if they send me the card abroad.

Why not have a Polish number for that?

If the card can be replaced abroad; fine (see above). But a Polish SIM card is impossible to be replaced from abroad or even an Internet banking token is much more pain to replace than simply using a foreign SMS number which I might activate via phone banking. feesGod, how mean can you get. Paying 5 PLN on an ATM withdrawal will bankrupt you?

So, lets remake my first post for clarity:

Important things:
- Bank can send an SMS code to a foreign number
- Can send replacement cards abroad later (the first card to Poland, obviously)
Some of these new Internet only banks cannot do these two things I assume, strangely

About the fee structure:
1st) No % fees on foreign card use like 1%, 2% 3%
2nd) The bank account does not have to be free (but it can be), I rather pay a fixed monthly fee for the account than a per ATM use fee. So no salary account', eg. free when you load monthly, I rather pay a modest monthly fee.

3rd) If I already paid a fixed monthly account fee I'd like to see free or cheap fixed per use ATM withdrawal fees
4th) Account can be either in PLN, EUR or USD

Probably I can find a full list of these banks on the comparison site offering this service. Then I can shop around by quality of service.

I have heard good things about Mbank. But given my criteria, especially about sending replacement cards abroad and using a foreign SMs number, I guess they are not my best bet. Correct?

Try Alior: free ATM use all over the world, but there are monthly fees if you don't have at least 2,000zl per month paid into the account.

Polish banks which USE SMS - but can send the code to a foreign number as well?

I heard good things about Mbank in general. I guess they might not be the ones that can send SMs to a foreign number.

Namely, debit cards & current accounts offering

- No fixed ATM fees
- No % fee added to foreign withdrawals and spending?

Probably I can find a full list of these banks on the comparison site offering this service. Then I can shop around by quality of service.

- Oh, it is also important that they can send a card abroad (in the rare case I lose it and need a replacement for travels). Some of these newer Internet only banks cannot do it Strange.

- I rather pay a fixed monthly fee rather than a per withdrawal fee but it can be totally free as well
- Not a 'salary account', eg. free only when you deposit/use card monthly
