In Poland many dogs are chained to roadsides and sometimes alone in a forest. The dogs live a very miserable life. Why the owner should insist on keep dogs chained in this way is incomprehensible. There is no explanation as to why this should be allowed. There must be a total ban in the EU (Europe) to have animals permanently chained, tied or having the dog in small enclosures
