Real Estate / Can a foreigner buy a property in Poland which is listed for sale under TBS clause? [7]

I was browsing some real estate sites and noticed that there are listings with the word 'TBS' which sell as a comparatively cheaper price.

What is this TBS and can a foreigner (non-EU citizen) staying in Poland purchase such an apartment ?
